War as President Tinubu Declares State of Emergency in Rivers State

The President of the Federal Republic of Nigeria, Bola Ahmed Tinubu, has declared a state of emergency in Rivers State, citing the ongoing political crisis and the failure of the state government to resolve the situation. The declaration, which takes effect from today, March 18, 2025, comes after a prolonged period of unrest and instability in the state, including a series of unconstitutional actions by Governor Siminalayi Fubara.

In a statement released by the President, he expressed deep concern over the continued political gridlock, which has paralyzed governance in the state and denied the people of Rivers access to the benefits of democracy. The statement highlighted the Governor’s demolition of the State House of Assembly in December 2023, and the subsequent failure to rebuild it, as a key factor contributing to the crisis.

The President also referenced a Supreme Court judgment issued on February 28, 2025, which declared that Rivers State was without a functioning government due to the collapse of the legislative arm. The Court's ruling further emphasized that the Governor’s actions had led to numerous constitutional violations and that the legislature was still valid, despite attempts to marginalize its members.

As part of the declaration, President Tinubu has suspended Governor Fubara, Deputy Governor Ngozi Odu, and all elected members of the Rivers State House of Assembly for an initial period of six months. Vice Admiral Ibokette Ibas (Rtd) has been appointed as the Administrator to take over the affairs of the state during this period, with the aim of restoring constitutional order and governance.

The President also emphasized that this intervention is necessary to restore peace, security, and democratic principles to Rivers State, while ensuring the safety of the people and critical infrastructure, particularly oil pipelines, which have been targeted by militants in recent months.

This declaration is in accordance with Section 305 of the Nigerian Constitution, and the Federal Gazette has been updated accordingly. The National Assembly has also been informed of this development.

President Tinubu expressed hope that this decisive action would bring the long-standing crisis in Rivers State to an end and pave the way for the restoration of peace and good governance.
